PROJECT OVERVIEW
The project "Wheels for Life - Save Moms & Babies" aims to reduce preventable maternal and neonatal deaths in Quezon Province, Philippines, by improving access to essential women's health services through a mobile health van, capacity-building programs, and upgrading of facilities and equipment in rural areas.
Quezon Province, with its 39 municipalities and over 2 million residents, faces significant geographic and resource barriers to maternal and newborn care. Many pregnant women must travel long distances on poor roads to reach birthing centers or hospitals. Delays in care often lead to preventable deaths.
Through this Global Grant, Rotary will expand the scope and reach of an existing Women's Health Van by integrating it into a larger, province-wide initiative that provides:
1. On-site maternal and neonatal services for underserved communities,
2. Training and upskilling of local health personnel,
3. Equipment and infrastructure upgrades for rural birthing centers and hospitals, and
4. Data-driven monitoring to ensure sustainability and long-term impact.
PROJECT IMPLEMENTATION PLAN
Key Components:
I. Mobile Women's Health Van Operations:
Deploy an equipped van to deliver maternal screening, antenatal care, family planning, and health education across remote areas.
Integrate telemedicine consultation and data collection systems for continuity of care.
II. Training and Capacity Building:
Conduct a series of Train-the-Trainer workshops in Rural Emergency Obstetric and Neonatal Care (REONC) modeled on the REOT (Rural Emergency Obstetric Training) program from Australia.
Build a pool of local trainers among doctors, midwives, and nurses to ensure sustainable skill transfer.
III. Equipment and Infrastructure Upgrade:
Provide modern obstetric and neonatal equipment (delivery sets, neonatal resuscitation kits, dopplers, autoclaves, etc.).
Renovate and improve selected rural birthing centers for hygiene, safety, and privacy standards.
IV. Monitoring and Evaluation:
Implement data tracking in partnership with Quezon Provincial Health Office to monitor service coverage, maternal outcomes, and training results.

SUSTAINABILITY PLAN
The project's sustainability is anchored on strong local partnerships and capacity-building.
The Quezon Provincial Health Office will assume responsibility for long-term operation of the Women's Health Van and maintenance of equipment.
Local trainers will continue to cascade training to other health facilities.
Rotary Club of Lucena will maintain oversight through quarterly monitoring visits.
Data from the project will be integrated into the province's maternal and child health database for ongoing policy improvement.
EXPECTED OUTCOMES & IMPACT
Quantifiable Goals:
> At least 4,500 women and newborns reached annually by the mobile health service.
> At least 200 health professionals trained in emergency obstetric and neonatal care.
> Several hospitals and rural birthing centers upgraded and equipped for safer deliveries (to be confirmed, funding dependent)
> Aiming for at least 20% reduction in preventable maternal and neonatal complications in targeted areas within two years.
Long-Term Impact:
Empowered local health workers, improved health infrastructure, and a replicable Rotary-led model for integrated maternal and neonatal care in developing regions.
