1. General objective

Implement a telemedicine system with 3 digitally equipped offices in Barrancabermeja that allows the population of the province of Mares to access quality specialized medical services in mental health, through digital platforms, improving health coverage, reducing waiting times and optimizing the use of local medical resources,

PROJECT DESCRIPTION:

The telemedicine project aims to establish a comprehensive remote medical care system to improve access and quality of mental health services in the city and its surrounding areas, using digital technologies, it seeks to offer consultations in psychology and psychiatry that can generate diagnoses and follow-up to patients, without the need for physical displacement, thus facilitating access to specialized medical care for the entire population. In order to carry out the deployment of this project, a specific endowment is needed in accordance with Resolution 3100 of 2019, which is listed below:

Identification of Needs

a. Mental Health Needs:

• Access to Specialists: Lack of specialists in areas such as psychiatry.

• Access in Rural Areas: Difficulties for residents of rural areas to reach health centers due to distance and road conditions.

• Reduction of Waits: Long waiting lists for consultations in psychology and psychiatry due to high demand in the local health system.

b. Technological Needs:

• Technological Infrastructure: Need for adequate digital equipment and platforms to carry out remote consultations, including telemedicine software and video and audio equipment.

• Connectivity: Ensure stable internet connectivity throughout the city, especially in rural and hard-to-reach areas.

c. Training and Education:

• Staff Training: Training of doctors and health personnel in the use of digital tools and telemedicine protocols.

• Patient Education: Information and education for patients on how to access and use telemedicine services.

SUSTAINABILITY:

Once the ESE SAN CAMILO PSYCHIATRIC HOSPITAL has the necessary equipment and infrastructure in its inventory, it will be included in the mandatory compliance plans according to resolution 3100 of 2019, which establishes the minimum requirements for providing health services. In order to comply with said regulations and to ensure the sustainability of said investment, the State Social Enterprise San Camilo Psychiatric Hospital has an annual maintenance plan, a comprehensive insurance policy contract, a portfolio of quality services and healthcare personnel with an emphasis on humanized care. In parallel to this, the following strategies are planned to guarantee the operation of telemedicine, ensuring long-term sustainability:

Maintenance and Updating:

• Technical Maintenance: Establish a contract with technology providers to ensure the maintenance and continuous updating of the digital infrastructure.

• Content Updating: Ensure the constant updating of medical protocols and educational content offered through the platform.

Strategic Partnerships:

• Collaboration with Health Institutions: Establish partnerships with local hospitals, universities, and research centers to strengthen the system and ensure quality of service.

• Community Development: Work with community leaders and local organizations to promote the adoption of the telemedicine system and ensure that community needs are being met.

Continuous Evaluation and Improvement:

• Periodic Evaluations: Implement periodic evaluation mechanisms of the system to identify areas for improvement and adjust the project according to emerging needs and user feedback.

• Satisfaction Surveys: Conduct satisfaction surveys for both patients and providers to ensure that the service meets quality expectations and standards.
