The Rotary Club of Cebu would like to undertake a Global Grant-funded project for a monthly cleft lip/cleft palate surgery in Cebu City. Although there are annual missions being undertaken by others, the number of cases being addressed is very small compared to the needs of our city and surrounding islands. A recent survey by our community partner shows that at any time, there are at least 90 patients waiting for the next annual mission.
Our plan is to treat a smaller number of patients in each surgery but increase the frequency from monthly, to bi-monthly, and even weekly once we can streamline the program. The result is to have more patients operated on over a span of time, than is normally seen in annual missions.
Since we will not require exclusive use of the medical facility or disrupt their operation, our partner hospital has agreed to host the program at a much-reduced cost and collaborate with us to ensure its success.
A cadre of medical specialists composed of Rotarians and non-Rotarians have already confirmed their support to provide their services at no cost. The country's social services and an NGO specializing in cleft defects have also signed up to assist in screening and qualifying prospective patients.
The budget for this grant is $40,000. It will cover the cost of medication, surgery, project management, and contingency with a target of at least 70 indigent patients. We wish to apply this Rotary year, with implementation to start in RY 2024-2025.
Depending on their financial capacity, parents of patients may be required to raise funds to cover incidental fees, costs of travel, and hospitalization, if necessary. By having a stake in their child's surgery, this ensures they don't acquire a welfare mentality that arises when everything is paid for.
We are looking for an International Partner willing to collaborate with us by funding $12,000. We will apply for a DDF amounting to $28,000.
