Mulabana Primary School is a government aided public day and boarding school at Mulabana village in Kalangala District. It is a rural school serving 5 (Five) fishing villages which include; Kyagalanyi, Nabalega, Nakatiba, Kasamba, Kananansi, with the nearest at 2.5kms and the furthest at 4.5kms. The school serves a population of 450 pupils, 237 girls and 233 boys with a case load of 15 teaching and non-teaching staff. By the time of the assessment, the school had one pupil with disability. A boy.
Key stakeholders met
On 28 February 2021 a team of five (5) Rotarians from the Rotary Club of Kampala Ssese Islands and a club guest conducted a Community Needs Assessment in Mulabana Primary School. The team held meetings with key community stakeholder including pupils (girls and boys), teachers, Head teachers, deputy head teacher, the senior woman, parents, chair Parents Teacher's Association and the District Inspector of Schools. Following the meeting, the team inspected the facilities at the school to ascertain the state of adequacy.
The team identified the following community needs: -
Although the school had 2 blocks of Single Pit Latrines for the pupils with 5 stances for 233 boys with 1 for the disabled and 5 stances for 237 girls with a urinal area (stance ratio of 1:45 a little below the standard of 1:40 pupils)
There were no permanent handwashing facilities, however, there was a provision for manual hand washing points at different locations in school, which were not frequently filled due to lack of water in the rain water harvesting tanks.
The teachers and non - teaching staff had two dilapidated blocks affiliated to their sleeping quarters, implying that non-teaching staff and non-resident staff have no toilet areas during working hours.
Some of the existing toilets had no doors due to vandalism and therefore there is no privacy for both boys and girls while using the facilities.
Much as the girls had an enclosed bathroom, it was not enough for the population and the boys' space for bathing is an open area which does not provide privacy, proper drainage and waste water disposal.
Although the school had three rain water harvesting tanks each holding 10,000 (ten Thousand) Litres, only two were functional. These provide water to the entire school community for all water requirements and they run out during the dry seasons. The only available alternative water source for pupils and teachers is the lake which not only exposed the pupils to risks of drowning, the water is not treated and the area is prone to bilharzia and there is reported existence of crocodiles in the area.
There were no racks or private rooms provided for girls to dry reusable sanitary pads or to cater for privacy of Menstrual Hygiene Management (MHM).
WASH centers for female students did not have waste bins lined with a plastic bag appropriate for Menstruation Hygiene Management.
The WASH facilities do not pr ovide for accessibility by the disabled and neither do they cater for privacy while in use.
Soap provision and water was lacking in the WASH facilities for the students, teachers and the church facilities.
School waste collection was on school grounds and was managed in an ad hoc manner, the school therefore required construction of an incinerator.
The teachers did not have materials and references to teach WASH curriculum. Health and hygiene education was provided primarily through verbal instruction by both teachers and student members of the Hygiene Club.
Responsibilities for operation and maintenance were not well defined at the school, technical capacity and materials are insufficient.
There was lack of a separate operations and maintenance budget for WASH to ensure the functionality and sustainability of WASH in the school.
1. To contribute to a safer and healthier learning environment in the school through improving the water and sanitation conditions and personal hygiene practices of students and teachers.
2. To economically empower the school community by providing them with material for making re-usable pads which they sell. Regardless using reusable pads reduces on the monthly expense.
3. To improve sanitation and hygiene knowledge of the pupils, teachers and the community at large.
The project will directly benefit 450 pupils and 11 teaching (7) and non-teaching staff (4) of Mulabana primary school, it will indirectly benefit more than 600 parents and other community members within the school environs.
Provision of two more 20,000 (twenty thousand) Litre underground tanks installed with a pump will provide adequate and reliable water for the entire school community in a cost-effective approach.
Construction of new WASH facilities separated by sex equipped with handwashing stations allowing for multiple children to wash their hands simultaneously.
Rehabilitation and upgrading of WASH facilities to meet the Ministry of Education and Sports (MoE&S) standards.
Construction of an incinerator to address issues of Menstruation Hygiene Management where re-usable Sanitary towels are not used.
Adaptations in WASH facilities to cater for the disabled to include ramps, wider doors, extra room inside stalls for a wheelchair or assistant and special grips for girls to cater for provisions for Menstruation Hygiene Management (MHM).
Construction of a proper drainage system and waste water collection facility and explore wastewater treatment to avoid negatively impacting health and the environment.
Engagement of the school management and community to prepare annual budgets to operate and maintain WASH facilities.
Strengthening of teachers' and field health workers' participation in activities that promote correct hygiene practices and provide adequate training programmes on WASH issues, particularly on health and environmental health.
Development of an Annual Sanitation Programme (ASP) with specific sanitation activities to be implemented, with responsible parties and resources required for the activities.
Formation of School WASH clubs involving pupils, teachers and community link to undertake outreach activities to peers and the community.
Orientation and training of teachers and school children who will be directly involved in the implementation of sanitation and hygiene education both in school and communities.
Training and provision of tools to operations and maintenance teams from the school and the catchment community to achieve a sustainable WASH infrastructure.
Train the School Management Committee in governance and financial management, management of water, sanitation and hygiene in schools.
Development of "WASH School kit" for school administration to promote hygiene awareness in a holistic manner.
Development of a work plan that engages the school community support and sustains WASH efforts.
The proposed project will be implemented in partnership with the beneficiary institution who will offer security for the installed facilities, provide regular maintenance of the facilities when grant is concluded. They will also provide consumables like soap as a running cost of the project.
Rotary on the other hand will procure components of the project which will include construction of underground tanks, doors, bricks, cement, iron bars, paint, cement, sand, contractors, doors, Menstrual Hygiene and Sanitation literature and trainings.
The project will be executed in close collaboration with the local partners to enhance sustainability. The District Education Officer, The District Inspector of Schools will be engaged to provide technical input, oversight and follow-ups. They will also participate in the proposed project trainings.
