Introduction:

After the successful completion of the Mine Free Ukraine Global Grant, we are thrilled to launch the second edition of this crucial initiative. Collaborating with our esteemed international partner, Rotary Club Breda Mark en AA, Netherlands, we aim to contribute significantly to the demining process in Ukraine. We invite you to join us in this life-saving endeavor.

The Problem:

The extensive invasion of Ukraine and the use of various weapons by the Russian Federation have left large portions of Ukrainian territories contaminated with explosives, posing a critical and immediate challenge. Preliminary estimates indicate that approximately 300,000 square kilometers, nearly half of Ukraine's total area, urgently require action to identify and clear explosive remnants. This situation is among the most severe since World War II, with no comparable scale of mine and ammunition pollution seen in any country affected by wars or armed conflicts.

Current Situation:

Since the beginning of Russia's full-scale invasion in Ukraine, 264 civilians have lost their lives, and 571 individuals have been injured due to mines and explosive devices, as reported by the State Special Transport Service. As of November 1, 2023, there have been 561 incidents related to mines and explosive remnants of war among the population in Ukraine, occurring in fields, roads, yards, forests, water bodies, and buildings, according to Radio Svoboda.

The Solution:

To address this crisis, we propose a comprehensive approach with a total budget of $42,395:

1) Professional Equipment for State Emergency Service (SES):

We provide essential equipment for professionals in the State Emergency Service, specifically targeting one of the units in Kherson, located in the south next to the front line. This unit is authorized for demining and handles the dangerous aspects of the operation. The proposed budget allocates the magiority of resources for this unit and can be scalable based on the total funds available.

2) Mine Safety Signs Distribution:

We procure mine safety signs to enhance safety during demining operations. These signs are distributed to volunteers, deminers, and identifiers for installation in hazardous areas while the demining process is ongoing.

3) Civic Training for Identifiers:

Partnering with the Charitable Organization "Free Land" we aim to prepare and license civilians to identify explosive materials and report them to the State Emergency Service. We conduct training programs for civilians, volunteers, and others, providing them with knowledge and certification as identifiers. These individuals play a crucial role in examining territories and reporting their findings to professionals for national-level demining efforts. This not only ensures the safety of volunteers working around polluted territories but also optimizes professionals' time by reducing false calls.
