The project involves the construction of a community potable water delivery system that will provide safe drinking water to homes and schools. Community occupies the valley of the Rio Muchacho river, which generally flows west from the Andes foothills to the Pacific Ocean in Cantón San Vicente, Manabí. The project community has several important needs: potable water, health services, restored school operation and program improvement, reforestation in river watershed, and economic areas are all noted. There are approximately 500 people and 95 families.

The Host Rotary club was requested by the Ecuadorian Ministry of Water (SENAGUA)to consider the water supply project for the community. The agency provided a hydrologic study and construction proposal. The Host Club had worked to develop the relationship with SENAGUA collaborating on the previous Glboal Grant water projects. The proposal was reviewed by contractor Hidropozo for recommendations and initial pricing. Investigations with the engineering staff of Cantón San Vicente provided additional information.

Most of the project funding will be applied to the construction of the system which will include a developed water well, pumping, electric supply, chlorine treatment component, reserve tanks, PVC distribution network, consumer water meters, and security enclosures. Also will included the legal formation of a community elected water board and training composed of system administration, mechanical operation and maintenance, financial obligations, banking and accounting, legal compliance, community relations and communications, budgeting and fee collection, etc. Funding will also be allocated for the training of the water board, the mechanical operation and maintenance training and the personal hygiene and water projection curriculum for school implementation.

The project committee members for the Rotary Club of Bahia de Caraquez are very experienced with Global Grant WASH projects having conducted 9 previous such projects in northern Manabí province where 65% of the population has no ready access to safe water. The project committee includes two experienced Rotary Foundation Technical Cadres in WASH and BEL. Host and International Sponsor Rotary Clubs have previously collaborated via their Interact Clubs including a visit of Spokane youth and Rotarians to Bahia de Caraquez.
