PROJECT SUMMARY:

Executive Summary

As a result of the medical campaigns carried out by the Yacuiba Rotary Club in the different peripheral areas of the town of Yacuiba, a large number of children with gastrointestinal problems were observed, specifically in the area of Barrio 15 de Agosto.

A verbal survey was conducted to the community members who expressed the need to solve this problem that affects both children and older adults. The execution of this project is fully justified given that it allows solving health problems of Barrio 15 de Agosto, since the handling and transport of water to homes is carried out in any container and, in most cases, it is permanently exposed to water contamination. The information that is available from the nearest Health Center, which is 3.5 km away, indicates that the diarrheal and viral problems are constant in this population, in most cases they are children and this produces a high absenteeism at school establishments.

In order to try to minimize or eradicate these problem, the project will be executed with the support of the Barrio community members and the EMPYC Company, and a water network and elevation tank that Rotary will work on financing. The community and the EMAPYC Company are committed to providing all the workforce and machinery necessary for the realization of this project. A mixed commission will also be created to determine the new cost that will be charged to the consumers of this water network in order to have the necessary funds for maintenance, and possible technological renovation in the future.

Project Development

EVALUATION OF NEEDS

As a result of different medical campaigns to the neighboring communities of Yacuiba and meetings with the residents of Barrio 15 de Agosto, the need to face this project to eradicate the problems that affect children and the elderly is determined. The community members stated that the problem of diarrhea in children cause great concern, since it produces economic expenses in relation to the transportation to the nearest health center that is located at 3.5km away. Also, this produces a high degree of absenteeism in children between 3 to 12 years of age at school establishments.

PROJECT DEVELOPMENT

With a memorandum of understanding, agreement and commitment of execution between the community of Barrio 15 de Agosto, the EMPAYC Company and the Yacuiba Rotary Club, once the financing is obtained, it will be carried out as follows:

1st, the phase of construction of the matrix network and connections to homes.

It is considered 4,074 linear meters of 2" pipes, matrix that will carry the supply of drinking water to families that do not have this resource yet, and 420.00 linear meters of 3" pipes for the drive network that will be from the current location of the well, to where the elevated tank is intended to be built. Without leaving aside the domiciliary connections of 85 families.

The Yacuiba Rotary Club will be in charge of making the quotations, buying the materials and making its allocation. The community of the neighborhood and the EMAPYC Company will be in charge of the workforce and the provision of the necessary machineries for the realization of this work.

It is estimated a completion time of 5 to 6 months for this stage.

2nd. the phase of construction of the elevated tank and its adaptation pipes to connect to the home network.

The Yacuiba Rotary Club will be in charge of making the quotations, buying the materials and making its allocation. The community of the neighborhood and the EMAPYC Company will be in charge of the workforce and the provision of the necessary machineries for the realization of this work.

It is estimated a completion time of 12 to 14 months for this stage.

A work schedule will be established for both stages and the Yacuiba Rotary Club will supervise the work progress and will issue monthly reports on the verified work.

The delivery of materials will be according to the progress of the work carried out.

The approximate number of inhabitants that will benefit from this expansion is 85 families or 425 people. With a future population of 7680 inhabitants or 1536 families.

SUSTAINABILITY

A memorandum of agreement will be prepared by the Community of Barrio 15 de Agosto, EMPAYC Company and Rotary Yacuiba, to guarantee the completion of the project and the commitment of all parties.

EMPAYC Company, the Water Company of Yacuiba and the Communities will be responsible for the maintenance of whole water network installed, as well as the elevated tank and connections made so that this project has an official body that takes care of the total investment made.

In addition, an inter-institutional committee will be formed, composed of the water cooperative and the community, in order to set a fee that allows the maintenance, training and reconditioning of water networks as well as all the equipment installed.

Yacuiba Rotary Club will also provide community-wide training on hygiene, responsible handling, and basic health matters to the entire community of Barrio 15 de Agosto.

The training workshops will be held in appropriate halls and will distribute essential material on basic health and hygiene standards in water management.

EVALUATION AND MONITORING

The work progress of the construction will be monitored by the members of Rotary Club Yacuiba, who will periodically visit the site and prepare a monthly report. In case of delays in the planned works, the community and EMPAYC Company will be contacted to request the justification of the delay and to adjust a new schedule, if necessary.

Upon completion of the project, Rotary Yacuiba will request semi-annual reports on the status of the distribution network and elevated tank status for the following 5 years, in order to ensure the proper performance of the investment made by Rotary International and all its sponsors.
