APPLICATION FOR GLOBAL GRANT
In a few sentences, describe your goals for this Global Grant.
The project aims at improving the use of current electricity through the acquisition and installation of a photovoltaic microenergy system for energy generation at the Lar Esperança Institute (Elderly Home) in the city of São José do Rio Preto - SP.

Our main objective with this project is optimize the processes in Lar Esperança, in particular intensive physiotherapy, with the use of several Physiotherapeutic electronic equipment for elderly mobility improvement through motor recovery, proprioception, strengthening bones and muscles, a situation that is extremely necessary in the lives of the elderly, aiming at a continuous and effective improvement in their care, providing a physical and mental quality of life for all those assisted and also for their families and the local community. The project also includes socio-cultural activities and other social assistance services for elderly people with access to benefits, income transfer programs and other sectorial public policies and the Rights Guarantee System; supporting their families in the task of caring, reducing their work overload and using means of communication and care that aim at the autonomy of those involved and not just maintenance care.

The project will directly benefit an average of up to 180 elderly people in the 3 modes of care of Lar Esperança below:
1 - INSTITUTIONAL HOST SERVICE FOR ELDERLY PERSONS - (INSTITUTION OF LONG PERMANENCE FOR ELDERLY - ILPI);
2 - SPECIAL SOCIAL PROTECTION SERVICE FOR ELDERLY PEOPLE AND THEIR FAMILIES IN - DURING THE DAY;
3 - COEXISTENCE CENTER;
All of the services mentioned are managed by the staff of the household and properly registered volunteers. One of the activities of greater consumption of electric energy in Lar Esperança is the treatments of physiotherapy where the demand of equipment connected for a long time is required . Another very big demand is also with the hygiene of the Home in the matter of bedding, table and bath. Where we have a semi professional laundry on the premises of Lar Esperança. All these areas of Lar Esperança have been equipped through equivalent subsidy projects by our Rotary Club. The generation of energy in these conditions gives Lar Esperança a more optimized management of its costs, putting in practice several assists including extending to the relatives of the elderly so that those who are assisted in the center day, can leave their old people in the morning and go to work.

TYPES OF ATTENDANCE OF THE INSTITUTE LAR ESPERANÇA:
1 - INSTITUTIONAL HOST SERVICE FOR ELDERLY PEOPLE - (LONG STAY INSTITUTION FOR ELDERLY )
To provide the improvement in the quality of life of dependent elderly people, their caregivers and their families; Develop specialized actions to overcome situations that violate rights that contribute to the intensification of dependency; Prevent the reception and segregation of the users of the Service, ensuring the right to family and community living; Promote access to benefits, income transfer programs and other social assistance services, other sectoral public policies and the System of Guarantee of Rights; To promote support to families in the task of caring, reducing their work overload and using means of communication and care that aim at the autonomy of those involved and not only maintenance care; Prevent situations of overload and wear of links arising from the relation of provision / demand of permanent / prolonged care. Target Public: Elderly people with 60 years or more, of both sexes, that are in the criteria defined by Municipal Decree No. 14404/2008.
2-SPECIAL SOCIAL PROTECTION SERVICE FOR ELDERLY PEOPLE AND THEIR FAMILIES -DURING THE DAY
To promote the improvement of the quality of life of dependent elderly people, their caregivers and their families; Develop specialized actions to overcome situations that violate rights that contribute to the intensification of dependency; Prevent the shelter and segregation of the users of the Service, ensuring the right to family and community living; Promote access to benefits, income transfer programs and other social assistance services, other sectoral public policies and the System of Guarantee of Rights; Promote support for families in the task of caring, reducing their workload and using means of communicating and caring which aim at the autonomy of those involved and not only maintenance care; Prevent situations of overload and wear of links arising from the relation of provision / demand of permanent / prolonged care. TARGET AUDIENCE: Elderly persons aged 60 and over, of both sexes, who meet the criteria defined by Municipal Decree No. 14404/2008.
3 - COEXISTENCE CENTER:
Center of Social Relationship (Basic Social Protection) serves 50 elderly people with the intention of offering activities (crafts, gymnastics, walks, celebratory events, dances) integrating them socially with the community. Target Audience: People 60 years old or more, independent and participating in handicrafts. The
Coexistence center is a project managed by volunteers and one of the main activities is the crafts, where the sale of the pieces developed by the elderly is reverted to them.

What community needs will the project solve and how have those needs been identified? Provide relevant information or research results.
The project will serve through the existing structure, a physiotherapeutic treatment with greater intensity to the elderly internees, the elderly of the day center and the elderly of the coexistence center that today already receive this type of care but just the ones with disability. This need was identified by the qualified professionals of the Lar Esperança clinical staff, through an evaluation with the 180 patients assisted by the Home through the service files controlled by the care team. All elderly have diseases caused by age and also by bad health care.
Explain how your project will meet such community needs.
The project will allow intermittent use of physiotherapy equipment through a solar energy capture system.
As Brazil is an equatorial country, its geographical position predisposes it to have a great insolation in all the months of the year and this gives it conditions to have an efficient solar energy capture system , that will be used in intensive treatments of the various diseases of elderly people.
How were community members involved in the project planning? Does the project line up with any local activity already in progress?
The community was involved through the need for a better attendance in the elderly care with the more extensive physiotherapeutic treatment and prophylactic of the elderly in the three modalities of services of Lar Esperança. The project is line up with the planning of Lar Esperança in giving more quality of life to elderly people offering intensive physical therapy treatment.
Describe any trainings, community campaigns, or educational programs (if any) and tell who will do them. How will the target audience be selected?
The professionals at the asylum will receive the operational training so that the solar energy system can be operated normally, as well as the needs of reviews and preventive maintenance of the equipment, so that the energy supply will meet the appropriate conditions to suply the needs prescribed by the body clinic and physiotherapists.

Improve the training of employees and adjust the health-related staff to the new perspectives of demand for resources provided with the implementation of the project. Promote prevention programs to limit the spread of communicable diseases and reduce incidence and complications caused by noncommunicable diseases; Improve the health infrastructure of local communities. Prevent physical disability resulting from poorly healed diseases.
How will you achieve these goals?

1 - The improvement of the training of health employees will include physicians, physiotherapists and the nursing staff, with better performance practices in the new physiotherapeutic treatment conditions proposed through training and updates in the health market;
2- The supply of abundant solar energy will allow to have a greater available volume of conditions and as a result of this , the patients will have better physiotherapeutic treatments;
3- The installation of the equipment for the solar energy system will improve the infrastructure of the asylum. The solar energy in large volume, together with all existing structure in physiotherapy will allow the development of physiotherapy works in a more appropriate way.
The availability of clean and cheap energy will also benefit the entire distribution of the energy , making possible save electricity ,reducing financial expenses, due to the high cost of electricity in Brazil. The savings generated will be reversed in acquisitions of other infrastructure equipment and in the hiring of new employees for better medical care for the elderly.
4- The prevention and recovery of physical disability will occur through the physiotherapeutic treatments that will stimulate the joints of the elderly patients with low mobility.
How will you evaluate / measure its impact?
1-Number of people reporting better quality of medical care, surveys every six months.
2-Number of elderly people receiving treatments to prevent disease , direct observation every six months.
Who will be responsible for collecting information for monitoring and evaluation?
The collection of information to monitor observations will be performed by the asylum staff members , consisting of physicians, physiotherapists and nurses, but the analysis of the information collected will be conducted exclusively by a committee of local Rotary club members.

Explain how you selected this organization. With what resources or knowledge will this organization contribute?
The Rotary Club of São José do Rio Preto New Generations has a very strong link with the Lar Esperança Institute, because we have always been close ,participating in the activities, caryng the elderly. The leaders and volunteers of Lar Esperança are always helping us and suportting us in events to raise funds to our Club, so we can achieve our main objectives ,as donation to The Rotary Foundation and development of Humanitarian Projects. This has strengthened us greatly throughout these 16 years of our Rotary Club, as we always put our new members in volunteer work at Lar Esperança. We have already carried out several projects for Lar Esperança, with international partnerships and projects of the Club and our Rotary Governance.

The project has the New Generation Rotary Club that will establish permanent contact with the international sponsor (Rotary clubs and international districts) during the time of preparation, approval and follow-up. Participants from the local sponsor Rotary club will create a committee consisting of three Rotarians, who will oversee the project from its implantation to the final evaluation.
They will ensure the accuracy of the funds and will be accountable to the international partners and The Rotary Foundation, and will be able to elucidate issues when necessary. Project fund management will have active participation and oversight of this committee, composed of the local sponsor Rotary club and others Rotary clubs partners, they will visit the local of the project , issue reports according to established standards, including illustrative photographs, exchange information, expectations, and project development experience with international partners through e-mail whenever required. The Commission will acquire the equipment, schedule the delivery with the suppliers and together with the beneficiaries project the facilities, which will be monitored until completion of services, testing and training the employees.
The Commission will also be careful to promote this project in the local media in District 4480 through dissemination in the Governor's Monthly Bulletin and in the Brasil Rotary Magazine. The development of the project activities will also be overseen by qualified volunteers from the sponsoring Rotary club and Rotary club partners. Finally, what is especially expected of this project is a way to have clean and inexpensive energy that increases the generation of benefits to meet the health care needs of the elderly of the Lar Esperança.
Describe the role of local Rotarians in the project and indicate their specific responsibilities.
Local Rotarians have played an important role in the design of this project. Initially with visits to the premises of the Asylum unit verifying the health conditions and medical care offered to the elderly. Next they verified the dependencies of the building to certify the possibility of carrying out the project. Participated in the technical project where the equipment of the solar energy system was chosen and elected the places where the whole structure will be installed. They elaborated the project certifying that the equipment dimensioned will meet the local needs and that the Brazilian legislations for the use of it in the Asylum will be adequate. They elaborated the budgets with presentation of the values with lower cost and better quality.
Describe the role of international Rotarians in the project and indicate their specific responsibilities.
The international partners will monitor the implementation of the project from the beginning, ensuring that everything is being carried out to the highest technical and ethical standards. They will be solidary in the monitoring of the implementation and will receive the follow-up reports from the beginning to the final evaluation in real time.
Describe the role that members of the local community will play in the implementation of the project. What incentives (for example, payments, prizes, certificates, promotions, etc.) will you offer to motivate local participation?
The staff of the Asylum, made up of doctors, physiotherapists, nurses, operators and administrators will be, each one in its area of activity, responsible for the implementation of the project. To this end, in the study and detailing phase for project implementation, meetings will be held with the teams working in the Asylum, where they will receive guidance from the Rotary club members of the local sponsoring Rotary club committee,on how they will implement the project, and how they will follow the results after the project has been installed.
Sustainability will depend on the effective use of the resources offered and the results achieved with intensive physical therapy treatments, which will be offered to the elderly, since this project aims to prevent and treat diseases, giving better health and well-being to the elderly of the Lar Esperança (Asylum).
Although the results of this project will only appear in the long term, because they depend on the improvement of the physical and health conditions of the elderly, disabled people in conditions of low mobility, their sustainability will be conditioned to an effective use of the available resources, intensive treatments without necessary energy savings, with the availability of clean and cheap energy supply.
As an incentive in the search for good results, there is an increase in the recovery of health and well-being of the elderly, the commitment of the professionals in this work and the accompaniment of the Rotarians, who will be together with the medical professionals periodically evaluating the results.
Identify people in the local community who will be responsible for monitoring results and ensuring continuity of work. How will you help them take on this leadership role?
The director of Lar Esperança together with the administrative director will be the main responsible for the implementation of the project and the continuity of the work, as a way of giving sustainability and obtaining results.
We observed that Lar Esperança is a serious institution, administered by people committed to doing good to others, serving and institutionalizing the elderly without any financial and family resources, and who in many cases are there because they were abandoned by the families without the conditions to treat them as they are ill, or because of lack of financial resources to shelter them.

Describe the process you used to select budget items. Do you plan to buy any items from local suppliers? Have you conducted a bidding process to choose providers/sellers? Do the listed items conform to local cultural and technological standards?
The equipment and materials will be purchased from the supplier companies that offered their products within established technical parameters and that meet in terms of quality and a lower price. Another factor to be considered, will be the warranty term given to the products. A bidding process is being carried out to choose the suppliers / sellers. The items listed are in line with local cultural and technological standards.
How will beneficiaries keep these items? If so, confirm that spare parts are readily available and that the beneficiaries have the necessary skills to use the equipment.
The equipment will receive quality assurance from supplier companies in accordance with the legislation in force in the country, at least 01 year for equipment and materials and at least 05 years for the installation. At the end of the guarantee, when maintenance is required, the cost of corrective maintenance will be borne by the beneficiary institution, supervised by qualified technicians, and monitored by the Rotarian Commission. All equipment and materials to be purchased have spare parts in the city for the eventual need for repair replacement.
Employees of the beneficiary institution of the project will receive from the equipment suppliers training for use and identify possible problems and the need to call specialized professionals to carry out corrective maintenance. The Rotarian committee of local sponsoring clubs will require suppliers to write all in contract and will be following up on the eventual need for future services.
Who will own the items purchased with the grant funds at the end of the project (including equipment and materials)? Please note that items can not be owned by a Rotary club or Rotarian.

The Rotary Foundation funds Global Grants through the Global Fund, with grant amounts ranging from US$ 15,000 to US$ 200,000. The Foundation equates 50% cash contributions and 100% FDUC contributions. Have you identified a local funding source to ensure that project results can be maintained in the long term? Will you introduce certain practices to help generate income for ongoing project funding?
After the implementation of the project, corrective maintenance will have the costs covered by the manufacturers' guarantee within the period determined by Brazilian legislation, which is up to 01 year for equipment and up to 05 years for civil facilities. From this initial period, the maintenance costs will be covered by the beneficiary institution itself, with part of the financial resources generated by the economy obtained by the substitution of electric energy by solar energy. All with the support of Rotary clubs sponsoring the project.
