San Felipe, a community in Baja California on the Sea of Cortez, has traditionally provided a livelihood for a majority of its residents with revenue generated from commercial and tourist related sports fishing. Its 22,000 residents have suffered severe economic difficulties since the Mexican government halted all fishing operations as a way of protecting sea life. The population, poor before, are much worse off today.

The Rotary Club of San Felipe, with an earlier Global Grant, established a low or no cost cancer screening and treatment center which now provides approximately 5000 screenings annually. When advanced cancer cases are encountered and no further treatment is beneficial, patients need pain medications to relieve their discomfort. The national medical system in Mexico requires a patient needing pain medication to personally come to a licensed facility once a week for a seven day supply. Relatives or designees are not able to obtain the medication on the patients' behalf. The majority of the community cannot afford to travel 250 miles weekly even if the patients were able to physically withstand the discomfort of the trip. Hence, most terminal cancer patients in San Felipe die painful deaths at home. The hospice this grant will establish will be able to dispense pain medication to terminally ill out patients in San Felipe as well as provide care for those admitted to the hospice.

The present Global Grant will provide funds to rehabilitate and equip a four bed hospice wing in an existing structure attached to the existing cancer screening facility. Staff at the screening facility will manage the hospice. Poor individuals in the community will receive pain medication and a comfortable final site for dignified death.

Escondido Sunrise Rotary Club was granted $10,000 of DDF for an earlier Global Grant project in Kenya. After approval by TRF and funding of the GG by the club, the project was terminated prior to funds being sent to Africa. TRF has transferred the funds orignially designated for the African project to this GG. Now, the club seeks to have the DDF awarded by District 5340 also transferred to this project.

The Tempe South RC, # 1282 in D-5495 as well as the San Felipe RC. # 61853 in D-4100 and their respective Districts are also participating in the funding of this GG. With DDF from 5340 and the funds contributed by the other clubs and Districts, this project should be fully funded.
